ATSG Summary of Experience
A summary of our team's experience over the past 3 years across the Seaport-e functional areas is provided below. This information is current as of July 2016, and will be updated as required.
Engineering, System Engineering, and Process Engineering Support
ATSG has led the strategic planning activities for IT processing infrastructure on large scale IT computing platforms; lead IT architecture teams, working with IT project teams in the acquisition and implementation of large-scale IT systems, and provide guidance for handling issues related to the processing platform supporting USG systems. Activities include: (1) understanding software licensing agreements and how changes to the system architecture will change the licensing requirements, and (2) overseeing other contractors in reviewing the development and evaluation of system designs—which includes advising the USG on whether systems intended for implementation are likely to achieve their stated objectives.
System Design Documentation and Technical Data Support
ATSG systems design and technical data support personnel support the USG by reviewing requirements of the prime development contractor, and working with stakeholders to understand the requirements while reporting possible conflicts and resolutions to the USG. They support testing scenarios utilizing hands-on testing of system functionality, identifying anomalies and diagnosing possible causes. They also provide hardware and software deployment support to facilitate and coordinate integrated or stand-alone releases into production, and assist the USG and its stakeholders with transitioning products and services into its operation cycle. This includes products and services that are developed by USG as well as those that are commercially available.
Our employees review system architecture and design, determine if implementation aligns with enterprise strategy and related system architecture, and are highly conversant with large data, data integrity, and data mapping. As such, they perform system integration activities consistent with data architecture standards, and they must have demonstrated experience integrating systems into complex environments.
Software Engineering, Development, Programming, and Network Support
ATSG software engineering, programming, and network personnel support the USG by reviewing requirements of the prime development contractor and working with stakeholders to understand the requirements while reporting possible conflicts and resolutions to USG. They also support testing scenarios utilizing hands-on testing of system functionality—identifying anomalies and diagnosing possible causes. Our employees provide hardware and software deployment support to facilitate and coordinate integrated or stand-alone releases into production, and assist the USG and their stakeholders with transitioning products and services into its operation cycle.
Configuration Management (CM) Support
ATSG’s CM personnel provide hardware and software deployment support to facilitate and coordinate integrated or stand-alone releases into production. They assist the USG program offices and their stakeholders with transitioning products and services into its operation cycle―including products and services that are developed by ITMS as well as those that are commercially available.
Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support
ATSG IT professionals analyze, design, develop, test, install, modify, and implement information system software; define requirements; and maintain quality assurance, training, and documentation to meet data storage and reporting needs. We analyze IT and IS databases, websites, and IT applications—and recommend new or improved interfaces and improved management tools that meet new management requirements, or improve management effectiveness and efficiency. Perform maintenance and technical support for Local Area Networks (LAN) and Wide Area Networks (WAN). Modify, implement and maintain web-based information systems and links. Develop, implement, and maintain websites; prepare documentation for population. Provide systems engineering and technical support for establishing, testing, upgrading, and operating systems, networks, workstations, and support equipment hardware and software. Analyze, develop, recommend, implement, monitor, update, and maintain IA practices, procedures, equipment, algorithms, and hardware.
ATSG’s program support personnel maintain an integrated master schedule that facilitates and supports the integration of program cost, schedule, and technical requirements. They support the USG by monitoring the status of programs and projects and notify USG of pending schedule events. They also maintain schedules as requested by USG as well as coordinate events with other contractors and USG personnel.
Our program support employees provide financial assessment of IT programs and projects based on historical prices and trends. They support the USG by ensuring that the development of major project capabilities and technology investment is aligned with future project requirements, as well as reviewing organizational standards and enterprise computing resources to ensure alignment with project requirements. They conduct EVM analysis of the USG programs and projects, and review information provided by the development or integrator contractor to determine project financial status. They also support the USG in managing major IT program budgets through reviewing the allocation of resources and providing advice about where cost savings may be realized.
Last, they support the ITMS and its program/project stakeholders by researching and reviewing issues with regard to CJIS Division governance—and prepare and provide technical presentations on ITMS initiatives.
